Risk management of infectious diseases and public health emergencies
 
Under the guidance of disease prevention and control institutions and other professional institutions, township health centers, village health centers and community health service centers (stations) shall assist in screening, collecting and providing risk information on infectious diseases and public health emergencies, and participate in risk assessment and formulation of emergency plans. Public health emergencies refer to major infectious diseases that occur suddenly and cause or may cause serious damage to public health, mass diseases of unknown causes, major food and occupational poisoning and other events that seriously affect public health.
 
 
 
 
 
Discovery and registration of infectious diseases and public health emergencies
 
Township health centers, village clinics and community health service centers (stations) should fill in the outpatient diary, entry/discharge diary, X-ray examination and laboratory test results. The first-visiting doctor shall fill in the infectious disease report card of the People's Republic of China as required after discovering infectious disease patients and suspected patients in the process of diagnosis and treatment. If it is found or suspected to be a public health emergency, fill in the information report card of public health emergency as required.

1. Reporting procedures and methods. Institutions that are qualified for direct online reporting shall conduct direct online reporting of information related to infectious diseases and/or public health emergencies within a specified period of time; Those who do not meet the requirements for direct online reporting shall report by telephone, fax or other means according to relevant requirements, and submit the infectious disease report card and/or the information report card related to public health emergencies to the county-level disease prevention and control institutions within the jurisdiction.
 
2. Reporting deadlines. When discovering pulmonary anthrax, atypical pneumonia, poliomyelitis, human infection with highly pathogenic avian influenza or suspected patients in class a infectious diseases and class b infectious diseases, or finding information related to outbreaks of other infectious diseases, diseases of unknown cause and public health emergencies, the report shall be made within 2 hours according to relevant requirements. Patients, suspected patients and prescribed pathogen carriers of other class b and c infectious diseases shall be reported within 24 hours.
 
3. Revised reports and supplementary reports. When errors are found in the reports, or changes in the reported cases or diagnoses, the infectious disease report card and/or the information report card related to public health emergencies should be revised in time; Supplementary reports should be made in time for unreported cases of infectious diseases and public health emergencies.
 
 
 
 
 
(4) handling of infectious diseases and public health emergencies
 
1. Medical treatment and management of patients. In accordance with the requirements of relevant norms, measures such as isolation and medical observation shall be taken for infectious disease patients and suspected patients, first-aid shall be given to the injured in public health emergencies, timely referral shall be made, medical records and other relevant data shall be written and properly kept.
 
2. Management of close contacts of infectious diseases and persons exposed to health hazards. Assist in tracing and locating contacts of infectious diseases or other health hazards exposed persons, and provide essential medical and preventive services to centralized or home-based medical observers.
 
3. Epidemiological survey. To assist in the epidemiological investigation of patients, suspected patients and public health emergencies within the jurisdiction, collect and provide relevant information of patients, close contacts and other persons exposed to health hazards.
 
4. Epidemic area treatment. Do a good job of on-site control, disinfection and isolation, personal protection, medical waste and sewage treatment in medical institutions. To assist in the sanitary treatment of contaminated sites, to carry out pest control, rodent control and other work.
 
5. Emergency vaccination and preventive medication. Assist in emergency vaccination, preventive medication, distribution of emergency medicines and protective equipment, and provide guidance.
 
6. Publicity and education. According to the nature and characteristics of infectious diseases and public health emergencies within the jurisdiction, publicity and education of relevant knowledge and skills, laws and regulations shall be carried out.
