Public Notice on the Completion Environmental Protection Acceptance of the PET/CT Application Project at Dalian Jinshitan Hospital

A sound ionizing radiation protection system has been established, with regular inspections implemented. The hospital has formulated various radiation protection inspection systems, job regulations for relevant positions, and emergency response plans for accidents.2. The construction and use of all functional rooms in the Nuclear Medicine Department, as well as decay pools, have been carried out in compliance with environmental impact assessment and radiation protection requirements.3. Radiation dose monitoring instruments have been equipped, and daily monitoring is conducted at the overall PET/CT workplace. Personal dose monitoring instruments have been provided to all staff members, along with protective equipment. Equipment and protective devices are regularly inspected and maintained to ensure radiation safety at the workplace. Standard “Caution: Ionizing Radiation” warning signs have been placed in prominent locations at the radiation workplace.4. The Nuclear Medicine Department has clearly demarcated areas: a controlled area (high-level activity zone) and a supervised area (low-level activity zone), as per the approval opinion. Unauthorized personnel are prohibited from entering the controlled area (high-level activity zone) and the supervised area (low-level activity zone). Patients and medical staff should be provided with reasonable access channels.5. Doors leading into and out of the PET/CT treatment room are equipped with locking devices to prevent unauthorized entry.6. The classification and dispensing of radioactive drugs are conducted within enclosed fume hoods, which are equipped with ventilation facilities inside the room.7. Solid waste is collected in medical waste bins, labeled with dates, and stored in the solid waste repository until it reaches ten half-lives before being disposed of as ordinary waste.8. A decay pool meeting the required capacity has been constructed according to the environmental impact assessment requirements. Radioactive wastewater is discharged into the decay pool, where it is stored until it reaches ten half-lives before being released into the hospital’s sewage treatment plant.9. After the Nuclear Medicine Department ceases operations, decommissioning procedures must be carried out in accordance with the law.10. The hospital orders radioactive isotopes from qualified suppliers based on patient needs. Transportation of radioactive isotopes must be conducted using dedicated vehicles, and a “Hazardous Goods Transportation Agreement” must be signed with the supplier before transportation can proceed. The hospital has ordered radioactive isotopes from the Shenyang Branch of Nanjing Jiangyuan Andico Positron Research & Development Co., Ltd.The fifth article of the approval opinion states that your unit must strictly implement the “Three Simultaneities” system for environmental protection, operate strictly according to the report and its approval requirements, and ensure that all pollution prevention measures specified in the report are implemented. This will ensure the smooth and lawful implementation of radiation protection work.2.5 The Radiology Department shall develop operational procedures for managing radiation sources, quality control, registration of radiation sources, transportation management, and recovery of radiation sources after patient death.2.6 The Prevention Office shall be responsible for coordinating training, medical examinations, radiation safety and protection management for hospital radiation workers, as well as the application process for new, renovated, and expanded projects. It shall conduct regular inspections of radiation safety and protection work in departments handling radioisotopes and radiation devices. It shall also develop relevant hospital working systems and report any emergencies to higher environmental protection and health administrative authorities.2.7 The Security Department shall be responsible for the security of radiation sources and the radiation working environment: reporting emergencies to competent authorities and public security agencies, on-site security, and evacuation of personnel.(III) Principles to Be Followed in Emergency Rescue for Radioactive Accidents: Rapid Reporting Principle; Proactive Rescue Principle; Life First Principle.Principles for Scientific Rescue, Controlling Hazard Sources, and Preventing Accident Escalation: The principle of protecting the accident scene and collecting evidence. (4) Management System and Emergency Reporting Procedures 1. Strictly implement our hospital’s “Radiation Safety and Protection Management System.” Personnel engaged in radiation work may only take up their posts after undergoing training and must strictly follow operating procedures when on duty to avoid radiation accidents. 2. Reporting Procedures: After an accident occurs or is discovered in a department, immediately report to the on-duty chief physician and the Hospital Administration Department (0411-87902617). Report step by step to the Hospital Radiation Safety and Environmental Protection Leading Group, and within one hour, promptly report to the higher-level environmental protection authorities, health authorities, and public security authorities. For incidents involving radioactive pharmaceuticals, also report simultaneously to the drug administration department. 3. Once a radiation accident occurs, the department involved shall, under the leadership of the Hospital Radiation Safety and Environmental Protection Leading Group, take the following measures: 3.1 Immediately evacuate relevant personnel and cordon off the accident site; cut off all links that could potentially expand the scope of contamination. The monitoring department shall not lift the cordon until safety levels have been reached. 3.2 Immediately implement temporary isolation and emergency rescue measures for personnel potentially affected by radiation exposure, swiftly determine the type, activity level, extent, and degree of contamination of the radioactive isotopes. 3.3 Under the guidance of higher authorities such as environmental protection, health, and public security departments, adopt effective safety protection measures, organize personnel to thoroughly remove contamination, and carry out other medical treatments and rescue measures. 3.4 In the event of loss or theft of a radiation source, protect the accident scene and simultaneously report to the Security Department, Pharmacy Department, and Prevention Office. The Security Department, Pharmacy Department, and Prevention Office shall each separately report to their respective higher authorities to assist in investigation and handling. (5) Methods for Handling Radiation Health Accidents 1. Emergency Measures to be Taken Upon Occurrence of an Accident: The department shall immediately report to the Hospital Radiation Safety and Environmental Protection Leading Group and relevant departments via the fastest possible means: stop on-site operations, seal off the accident site, cut off all links that could potentially expand the scope of contamination, clear passageways, and evacuate relevant personnel. 2. The Radiation Safety and Environmental Protection Leading Group shall convene specialists to conduct an investigation and quickly develop an accident response plan based on the specific circumstances. With effective personal safety protection measures in place, organize personnel to thoroughly remove contamination, protect the accident scene, and preserve accident materials, equipment, and instruments. The investigation team shall adhere to the principle of seeking truth from facts, conducting a detailed investigation and analysis of the time, location, cause, process, injuries sustained by personnel, and property damage caused by the accident, and carefully keep accurate investigation records, which shall be properly stored. Promptly organize medical treatment, immediately isolate and implement temporary isolation and emergency rescue measures for those potentially at risk, and carry out health checks and medical observation. 3. The Radiation Safety and Environmental Protection Leading Group shall prepare and submit a written accident report, while assisting the environmental administration and public security departments with all aspects of accident investigation and handling. 4. After handling any type of accident, it is essential to organize relevant personnel to analyze the causes of the accident, draw lessons learned, and take measures to prevent similar accidents from recurring. 5. All relevant departments throughout the hospital are required to unconditionally cooperate with functional departments in transporting injured personnel and providing emergency medical care. The Emergency Department shall establish a rapid green channel to ensure swift transportation of injured personnel and implementation of emergency medical care. At the same time, leaders and staff of relevant hospital departments are required to demonstrate a high sense of responsibility and firmly prohibit concealment or delayed reporting. Actively cooperate with environmental protection, public security, and health authorities in investigating the accident, provide relevant materials, and implement measures requested by higher authorities. 6. Nuclear Medicine Radiation Contamination Treatment Measures: 1. In the event of contamination from open liquid radionuclides or particle source leaks, strictly wear protective gear and use highly absorbent sanitary paper, cotton, gauze, etc., to absorb contamination from the periphery inward until completely dry. Wipe from the periphery inward using a cloth dampened with cleaning solution. Contaminated items must be centrally stored in a dedicated radioactive waste storage area. If skin is contaminated, rinse the contaminated skin with warm water, then repeatedly scrub with ordinary soap and water 2-3 times; contaminated clothing must be changed immediately. Contaminated items must not be taken out of the contaminated area. If the contaminated area still has high radioactivity, the site must be sealed until authorized environmental and health protection supervisors confirm it is safe before lifting the quarantine. 6.2 In the event of a sudden incident involving excessive radiation exposure to humans, promptly arrange for the exposed individuals to undergo medical examinations or receive treatment at designated medical institutions, while taking emergency safety measures to address the hazard source. 6.3 Radioactive waste shall be placed separately into different garbage bags according to the type of radioactivity and its half-life, clearly labeling the type of radioactivity and the date of storage. Radioactive waste must remain in the decay pool for no less than 10 half-lives, and irregular processing will be carried out based on the amount of waste stored in the decay pool. Before disposal, it must be tested and confirmed by the relevant authorities and then treated as general medical waste. The new year ushers in a fresh beginning, and all things are renewed. On the afternoon of January 16, Dalian Jinshitan Hospital held its 2019 annual work report meeting—themed “Integrating Knowledge with Action, Upholding Integrity while Pursuing Innovation”—in the hospital’s multi-functional hall. Leaders of Dalian Jinshitan Hospital and all staff members of the hospital attended the meeting. In his report, the hospital president pointed out: The year 2019 marked the 16th anniversary of the hospital’s founding, and yet the hospital continued to grow steadily and robustly despite facing numerous challenges.
